Reform for the Long Term: Lessons from a Decade of Partnership"
- M. Susanna Navarro, co-principal investigators from the El Paso
Urban Systemic Program.
The El Paso Urban Systemic Program has its roots in the El Paso
Collaborative for Academic Excellence, founded ten years ago by
Susana Navarro to address low academic achievement among El Pasos
poor and minority students. Dr. Navarro discusses the necessity
to focus on K-16 partnerships and on academic success for all students,
K-16. She also describes the strategies used in the Collaboratives
and the Urban Programs work that have ensured success. Full

Algebra for all students is becoming more and more important as
high school and university exit exams include algebra. It is also
a prerequisite for many basic skills in the workplace. Dr. Ferrini-Mundy
discusses the need for including algebra in the early grades and
its importance in providing the symbol system and mechanisms for
