Program Associate
Joe Parker is a Program Associate with SEDL's Afterschool, Family, and Community program. His current work involves developing and conducting staff development and providing technical assistance to help afterschool and expanded learning providers build and sustain high-quality, research-based programs. Related work includes coordinating with external partners to offer online learning activities to expanded learning staff.

Mr. Parker’s interests include afterschool and expanded learning programs; leadership in school-day and expanded learning programs; curriculum alignment; professional development; data analysis; and the change process in schools, districts, and systems.
- Afterschool and Expanded Learning
Mr. Parker served for 5 years as the technical assistance director with the National Partnership for Quality Afterschool Learning and is currently technical assistance and staff developer for SEDL’s National Center for Quality Afterschool. In this capacity he participated in a national 5-year research study of successful afterschool programs. His role involved organizing, coordinating, and participating as a team leader and member in visits to successful afterschool programs nationwide. Mr. Parker also was responsible for collecting information from the programs and using the disaggregated results to develop multiple models to help afterschool programs enhance academic learning for all students.
- Leadership
Mr. Parker's leadership expertise includes helping districts and campuses build leadership teams and implement best leadership practices, overseeing the development of district and campus Title I support teams and helping campus leaders improve communication and support for service learning projects and academic learning modules, and serving as a trainer in a state-approved leadership development series and staff evaluation model for school administrators.
- Turning Around Schools
Mr. Parker’s expertise includes providing professional development to build local capacity of expanded learning programs to support school improvement, providing direct on-site support for low-performing schools and districts implementing comprehensive school reform, and leading the complete restructuring of a junior high/middle school.
Mr. Parker has more than 22 years of experience as a secondary-level teacher and campus principal. In addition, he has 8 years of experience as a project manager, change facilitator, and trainer at a regional service center (of administrative staff, data analysis and use, lesson design, and classroom management) and 10 years of experience as a staff development specialist, technical assistance provider, site visit specialist, and trainer in areas such as SEDL’s Leadership for Changing Schools. Mr. Parker holds a BA in secondary education with a social studies major and an MA in education management and development from New Mexico State University. SEDL Publications Selected External Publications
