For many rural school districts, on-site resources and staff development programs are extras beyond their budgets. Yet four rural superintendents were able to provide their schools and faculties with these necessities.

This paper details how the superintendents of rural and small school districts planned for and provided resources and staff development--and how they used these improvements to implement successful school change. A summary of key ideas adds value to this paper for hurried school administrators.

This publication is one of a series of briefing papers called Issues About Change.
