This report calls for a dramatic shift in the way a school day is structured. It argues that afterschool enrichment programs that include both academic and recreational components are crucial to student success. The report's review of research and emerging strategies leads to the concept of a new learning system that includes a redefinition of student success; the use of knowledge about how students learn best throughout the day; and the integration of various approaches to acquiring and reinforcing knowledge.
