Texas ESEA Waiver Request


TXCC is assisting TEA in reviewing and providing feedback on the state's ESEA waiver request application. Specific attention is being given to the organization and presentation of the request, especially regarding its flow and coherence.

Previous Work Updates

2013

October

On September 30, 2013, Texas secured a conditional waiver from the U.S. Department of Education for specific provisions of the Elementary and Secondary Education Act. This waiver will provide additional flexibility to the Texas Education Agency and the more than 1200 Texas school districts and charters.

April

In April, TXCC continued to assist TEA with preparation of its ESEA flexibility request. On April 5, TXCC staff participated in a conference call between TEA and the U.S. Department of Education (ED) regarding guidance on preparation of the request. Staff also supported the state in organizing and assembling sections of the request and related attachments, readying the document for its submission on April 15, 2013. ED peer-review of the request will occur in early May.

March

At the end of February, Commissioner Williams submitted the state’s request for flexibility under Section 9401 of the Elementary and Secondary Education Act (ESEA). On March 11, TXCC staff met with TEA leadership to discuss support that the comprehensive center could provide the agency to 1) facilitate peer review of the request and 2) respond to guidance from the U.S. Department of Education (ED). TXCC participated in two conference calls TEA had with ED regarding the state’s request. The center is assisting TEA with reorganizing and identifying areas of the request that might need further development to align more closely with flexibility review guidance provided by ED. TXCC will deliver its analysis and comments to TEA on April 1, 2013 in order for the agency to meet its deadline to submit revisions to ED by April 15, 2013.
